Telangana Group-2 Exam Cancelled: High Court Directs Fresh Evaluation

The Telangana High Court has delivered a major verdict by cancelling the TSPSC Group-2 selection list and directing the Commission to conduct a fresh evaluation of answer sheets within eight weeks. The court declared that the previous selection process was “legally invalid” due to serious mistakes in handling OMR sheets.

The judgment came after multiple candidates challenged the recruitment process, stating that several answer sheets showed signs of tampering, including the use of whitener, eraser marks, and double bubbling. A government-appointed Technical Committee had earlier recommended that such OMR sheets should not be evaluated.

However, the Commission went ahead and included these answer sheets in the final process, which the court described as a serious lapse. The High Court noted that TSPSC ignored both the Technical Committee’s instructions and earlier court directions.

Final Orders Issued by the High Court

  • The 2019 final selection list has been declared invalid.
  • TSPSC must conduct a fresh evaluation strictly as per the Technical Committee’s 2017 guidelines.
  • The entire process should be completed within eight weeks.
  • Only Part-A OMR answers were allowed for evaluation earlier, but TSPSC evaluated Part-B answers as well, which the court said was beyond its authority.

TSPSC issued the Group-2 notification in 2015 for 1,032 posts. Exams were held in November 2016. Soon after, and faced complaints about OMR mismatches and tampering, leading candidates to file petitions challenging the evaluation process and the final 2019 selection list. Despite these instructions, TSPSC did not fully follow the guidelines during the final evaluation. After years of legal proceedings, the matter has finally reached a clear and decisive conclusion.

With the selection list cancelled, the Commission is now required to reassess eligible OMR sheets and publish a revised list. Candidates who were selected earlier will have to wait for the updated results.
